Touch screen is not working after latest iPad update

I have tried a restart by touching volume up, then volume down, and the “start” button. And it does the restart but I am still not able to get the touch screen to work. I have a key board that I attach and can input the 6 digit code and the screen opens with update finished, and a continue button, but touching the screen and trying enter from the keyboard is not recognized. Any suggestions?
