Apple Watch sleep apnea not available/working in Canada?

I see sleep apnea notifications on Apple Watch 10 are available in Canada and US but they appear greyed out, saying unavailable in region. What is wrong?

Apple Watch Series 10, watchOS 11

Where has the Apple Watch been sold?

I met the same problem. I bought my Series 10 today in Montreal, Canada. And It shows the sleep apnea notification is not working in your region. My region set up in App store is Canada.
