edit option not showing up on homescreen

When I long press my home screen and it goes through the whole shakey thing, the top left doesn’t show an edit option only a + option to add more widgets. Im on the latest update and my friend who got the same phone as me at the exact same time has the ability to change his app icons while I dont. Not sure whether connecting my apple account through my ipad affects it but I would really like some help!!
