Can Logic Pro be transferred to a new owner.

I purchased a 2023 Mac Mini M2 with 8g ram and 8 core processor with 256 internal hard drive from a private sale. We were successful at the transfer and were able to start fresh following the instructions found at Apple. However he had a program on the computer in his name and account from Apple that he wanted to give with the computer. He purchased Logic Pro from Apple. He is not going to be using Apple products any longer and has little time to do the music work he was hoping to do. Work keeps him too busy. It would be a shame if the program were purchased and then not used. I want to learn Logic Pro and wanted to know if he can transfer his program to me. Now that he no longer has a Mac and if it's possible to transfer how would he go about doing that? Could he log into his Apple account from the now my computer to do the transfer? Im a long time mac user. I do hope I will get good news.

MacBook Pro 13″, macOS 15.2

The Logic Pro X Software License Agreement says that the licence is non-transferable.

See section 2: "...you are granted a limited, non-transferable, non-exclusive license..."
