TikTok has been banned by the US. government and therefore it will not be available in the US. until the ban has been lifted.

Nope. You cannot download TikTok as it is currently banned in the US. If major tech companies such as Apple illegally allowed it back for download on their app stores, they could face ruinous fines and potential legal liability. We do not know if or when TikTok will be available for download again.
In the meantime, if you really want to you can still watch TikTok on the web.
