Backing up iPhone 11 on cellular wi-Fi with no Internet

I don’t have Internet in the house. Verizon told me my phone comes with it and they are right sometimes it works sometimes it doesn’t. I want to know why I can’t seem to back up without everything doubling. I always have to go through my phone and start deleting it does not merge everywhere. I am sick of this. Isn’t there a factory default somewhere? I don’t have my Mac anymore. All I have is my iPhone in my iPad. They are both old. It’s all I have to work with and that’s just that I need to know if there’s an AI app that will do it for me. I keep hearing about these AI apps with personal assistance who do all this for you? I am willing to pay for an app because it’s worth saving my nerves. Will you please help me?
