Unable to disable diction.

iPhone 13 Can not turn off diction. Siri will not turn off diction. Turned off everything I could in Privacy & Security. Turned phone off and back on multiple times. Under Siri - turned off : Suggest Apps before searching. Notifications, Show in App Library, Show when sharing, Show listening suggestions - all turned off. Turned off most ALL Apps that Siri had access to 2 days ago, and tonight, many are strangely turned back on - without my permission. I have turned off access to ALL apps listed under Siri - and the diction is still on. How is this even possible? When I try to text someone, ANY noise in the background (husband talking, tv, music, me talking to my husband) is entered into text which I then have to delete - while it continues to type in all other sounds. Is the only way to truly disable diction is to remove Siri?
