Sorry, but no, the iPad Air 4 is not, and will not be compatible with Apple Intelligence. You'd have to have an iPad with an M1 chip and 8GB of RAM, which iPad Air 4 lacks. iPad Air 5 is compatible with Apple Intelligence. The other iPad models which support Apple Intelligence are the newest iPad Mini, with the A17 chip and any iPad Pro with at least an M1 Chip.
