Tried to update/restore via dfu and flashed the new firmware for iphone 13 pro max But im stuck at cannot activate iphone and stated that the iphone should be updated. Tried to remove iphone from icloud services. But same.

i think its not carrier issue. I tried all the sim to other iphone and they are working fine. Regarding on the update. I flashed the ios 18.2.1 via itunes in dfu mode to prevent error 4000 when updating iphone not in dfu state via iTunes

I think your SIM is most definitely your carrier issue, and the update is your iPhone issue. Have you tried my advice above?
