Why tik tok don’t working on my iPhone?

Hello, you probably already know that TikTok has been brought back! I deleted it when it was blocked and thought that now I will reboot it and it will work! Now I can't download it although TikTok works on my iPad. I want to share the application on my phone and it tells me that it is not available in your region. I didn't try. Why? Can you help me?
