I was wondering if I can get the app TikTok again because Apple deleted it off my phone and I didn’t agree to that and I had a lot of stuff on there that was important.

No, you can't get it back. It has been banned by the Government, which the Supreme Court upheld. Until it is legal for Apple to put it back in the App Store, you can't have the App. You may, however, be able to sign in to your account on a web browser, if that helps.
