TikTok was banned and now back on, however CapCut was banned as well and I paid a 74.99 yearly subscription fee. Now I can not use the app. I would like to know how do I get refund for this application. Not sure why is was included in the banned.

You are not speaking to Apple here.
As for bringing those apps back to the U.S. App Store, that is not possible unless ByteDance, Ltd. and TikTok carry out a qualified divestiture (so that these "foreign adversary controlled applications" are no longer considered to be a national security risk), or the Congress passes legislation and it subsequently is enacted into law.
