How do I Remove photos from iPad but not from iCloud

On your iPad, first disable iCloud Photos - as this removes the mechanism by which Photos are synchronised between your iPad, iCloud and other devices such as iPhone:

Settings > [Your Name / AppleID] > iCloud > Photos > Sync this iPad - set to OFF


Having disabled iCloud Photos on the iPad, you can delete Photos from just your iPad without affecting those stored elsewhere.
