problem adding contacts to favorites

I have iOS 18.2.1 and can't add someone to "favorites." I follow the same procedure for others and for some people it works, for a handful it doesn't. The number I'm trying to add is correct and I call/text that person all the time. I've removed the contact, turned iCloud sync off/on, added him back in, rebooted again, sent the contact to myself and created a new one, etc. etc. -- all the fixes I could find online. I still can't add this person (plus at least one other) to favorites. I did the same thing for someone else and that person was added with no trouble at all. Any advice?

Contacts can be synced to more than one email account. When you add the contact back what email account is it associated with? Go to Settings/apps/Contacts. Scroll down to Default Account; this is the account that new contacts will be associated with. Then tap Contacts Accounts and see which accounts have Contacts enabled. Some accounts won’t allow you to assign then to Favorites
