My iTunes on my windows computer won’t let me edit my album art!

I’ve had this issue for a long time. It let me change the cover once and now it won’t. I’ve tried every single fix I could find like going into the file, turning read only off (which it reverts back to having read only on every time), gone and changed permissions for the file, restarted, deleted and redownloaded, different parent files, and even reverted to a previous backup on my computer which did nothing. Please help!
