Why can’t I delete apps on my iPhone?

I tried to delete one of my apps, but it only says remove from Home Screen. So I looked on this website and then I found an answer and I did the instructions it said go to screen time then content and restrictions and then iTunes and App Store purchases, but it did not let me delete it after I put deleting apps allowed.
