Error “Cannot add card to this iPhone” when adding card to Apple Wallet

I came here after long long trials with the app and with apple device shop, I will explain in points

I cannot add any card to the wallet, I always get “cannot add card to this iPhone”

service is launched and I am trying the cards of banks announced adding Apple Pay to their cards

my iOS is up to date

Apple authorized service shop tried resetting the device and also failed to add a card

he suggested restoring the device and pay for large sum for backup first, then to try again and if failed, the NFC antenna might have problem

I refused restoring and left

the phone is very good with all features working properly except this wallet app
