That’s not the Wallet. That the Wallet & Apple Pay section of the Settings app. What are you trying to do? If you want to add debit cards, credit cards, tickets, loyalty cards, car keys, hotel room keys etc., you are in the wrong place. The Wallet app looks like the image below.
