I have a new iPhone, added credit cards to the wallet. The watch app adds all, but my new Apple card to my watch. Trying to add the Apple Card to my watch gets me a pop-up over the course of several days now indicating that account services unavailable try again later. How can I get my Apple Card to be available on my Apple Watch? All devices are at current OS revisions.

Please move the VPN app and the VPN profile at this path,
iPhone > Settings > General > scroll down > VPN & Device management > delete any profiles for VPN and if there are other profiles, they should be deleted too.
Once the card(s) are added to Wallet, VPN can generally be added back to iPhone. Apple does not approve or decline adding cards to Apple Wallet. The issuing bank is the final authority on adding payment methods. Some banks are not adding cards if VPN is used. It’s an anti froaud protection banks have implemented.

Yes, but it wasn’t active at the time. I just tried with the VPN and without it. No joy, same pop up.

Not sure what you mean by “remove everything”, can you explain?
