Excel scrolling jumps from top to bottom

When using my arrow key in excel, I scroll up to the top and expect it to stop when it gets to the first row. However, it keeps going and jumps down to the bottom of the page and goes to the top again. If I am in row 25 and scroll to the left it gets to the first column then jumps up one row starting at the far right then scrolls to the first column again. I do have several cells locked on this sheet. I added a blank sheet and it stops at the top or left when I scroll, no problems.

I don’t think I did that. I’m pretty certain it had something to do with locking the cells and "Protect Sheet.” When I took the Protect Sheet off it worked fine. I even added another sheet with nothing locked on it and that worked fine. I just decided to unlock it and not worry about it. But I would still like to know why it was doing that.
