I have Apple Intelligence enabled fully on my iPhone 16 Pro and 16 Pro Max and it has not in any way interfered with CarPlay in both cars we are connected with wirelessly. I can't think of any reason Apple Intelligence would prevent wireless CarPlay.
It might be a good idea to contact Apple Support directly and explain the issue to them. You can use the Support button at the bottom of this page, or if in the US, you can call Apple at: 800-MY-APPLE.
