Siri is not speaking on my iPhone

1. Go to Settings.
2. Tap Apple Intelligence & Siri.
3. Tap Siri Responses. 
4. Tap Prefer Spoken Responses to hear Siri speak responses, even when Silent mode is turned on.

I cannot have Siri talking when the phone is in silent mode. It was working fine just a couple days ago - and now only reads things aloud, like dictated text messages - when I’m in the car. Is there a different fix?
