scroll animation smoothness is gone

this problem appeared when i updated mac os from 12 to 14. i noticed an interesting thing, when i open any other application window (for example "Settings") and start using it over Logic, and then, without clicking anywhere, i start scrolling in Logic, the problem disappears and scrolling becomes smooth again as before, but when i click on Logic window, animations become sharp again. i tried reinstalling mac os, tried reinstalling Logic, tried resetting settings, but all to no avail
