I am curious what makes you believe you were hacked. It's EXTREMELY DIFFICULT to hack an iPhone. It's VERY expensive to hack an iPhone. Are you important enough on the world stage for someone to even attempt to hack you?
A couple of reasons, every device I have purchased for the last two years has been hacked from various places they usually started in Gmail workspace from the web and I can show you how they create system apps to control everything right down to the volume on my phone. When I got the iPhone I didn't put service on it right away but before I even started using it they had the phone connected to google and I don't use google on here. Plus, they put me as either a client or a kid every time! I went to the advanced security settings to turn on encryption and the button was blacked out and I also tried putting one of my dear friends as the trusted person in case they lock me out and I was thrown out of the page?

Perhaps if your device was purchased 'as new' + IF someone
else set it up first.. Then did not return the product to first user
status, before you personalized the software? Then, may be
vulnerable to some outside influence and never be safe.
A fully new installation in the device should remove any other
user access and free up that device as new; unless you have
a compromised backup, which may reintroduce same issue
and not get rid of that source of an issue.

Had you attempted to re-install the system w/o backup (&/or
clear the device and start afresh) then change all passwords
and make new user there? Symptoms may appear to you, as
though the iPhone were hacked; but you'd be incorrect.
[Just some thoughts. If you got a secondhand device that
wasn't prepared for a new user account, it would be locked

Maybe get appointment with an official Apple store staff
or authorized Apple service repair center, to seek help.
You would need to have and take along official proof of
purchase from a reseller or Apple, for them to help you.
Different process may be utilized outside of steps here.
