Click on this link to identify your iPad model --> Identify your iPad model - Apple Support

Find your model then click on the tech specs link. Scroll down to see if it supports cellular service. If it does, you need to set this up with your carrier.

That iPad does not have a cellular data modem, and you cannot add an internal one after the fact.

If you have a smartphone (iPhone or Android phone) with the ability to act as a mobile hotspot, and your carrier supports using it in that way, that might offer a way to connect the iPad to the Internet when your wired Internet service goes out. The phone would connect to the Internet using cellular data, and offer Wi-Fi service to nearby devices such as your iPad.

If you have

Note that carriers differ as to whether they offer this service, how much they charge for it, and what (if any) data caps they put on it. So check that stuff out with your carrier to avoid surprises.

It is not possible to change or modify the internal hardware components of an iPad - such as adding cellular support, or increasing internal storage or RAM. What you have is fixed for the life of your device.

Whilst a WiFi Only iPad cannot be transformed into a WiFi+Cellular model, you can use the hotspot feature of a mobile phone - or a Cellular Broadband Router (often known as a MiFi Router) - to access Cellular networks. For iPhone:

If you don't have a Cellular phone that can provide a WiFi hotspot for other devices (such as your iPad), a cost effective alternative is to invest in Mobile Broadband Router. These are offered by Cellular Carriers by different names - "MiFi" or simply "Mobile Broadband" being the more common. The Broadband Router will simply require addition of a Cellular Data Plan adequate for your needs.
