It is the bank of the issuing card that must support Apple Pay. PayPal is just a branded card and can be either a Debit or Credit card, and each is managed by a different bank. Check here for the banks that support Apple Pay depending on your region:

If you are having trouble adding any card, check this Support Article for the possible reason. Once you provide the information, it will be up to the bank to approve the card to be added. Apple does not approve the cards.

What does this have to do with PayPal? Did you misread the thread you posted in? No problem, just unsure how to answer your questions.
PayPal cards, debit and credit card now support PayPal. They didn’t use to and the poster seems to be quoting a 7 year old post.
I’m not sure what the real issue is, but I’ve got both cards in my wallet. I’m just trying to draw the OP out to explain the issue. 😀
