I only have a temporary permit at the moment, however I was trying to add it to my Apple Wallet and I was unable to do so. Is this an issue with the process of adding the ID itself, or am I unable to add a temporary permit as a form of ID?

Currently, no states permit temporary permits to be added to Apple Wallet app. You have to remember, adding permits, licenses, tickets and payment cards are not owned by Apple. The secure method of adding cards etc. requires the permission of the issuing authority.
