An iPhone 8, iPhone 8 Plus, or iPhone X isn't capable of 17 or above; they require an A12 or better CPU.

The last and final update for the iPhone 8 was iOS 16.7.10

There are no more updates for the iPhone 8.

If you want to run iOS 17 or iOS 18, you need a new iPhone.
