Are you sure it's iOS 13.3? If so, there's something very wrong. The iPhone 13 originally shipped with iOS 15 and, without doing some very bad things (and even then it might not be possible), you can't put a version of iOS older than the shipping version on the phone.

I'd start by updating the phone to the current version of iOS.

If you, by chance, mean iOS 18.3, that's beta software, which, by definition, has bugs. We also can't discuss beta software in the public forums.

As I noted, we can't discuss beta software here in the public forums. By definition, beta software is unfinished and buggy. Report this issue to Apple using the Feedback app that was installed along with the beta installation.
