The M2 Mac mini's fan vents through the bottom, does it not? I would think therefore that putting a monitor on top shouldn't cause problems since to my knowledge the top of the case doesn't serve any significant purpose for cooling. As least there appears to be no connection between the top case and any internal heat sink. I'd be more concerned about the stability of the display, depending on the size of its stand. And of course having the display on top could make it more difficult to reach the ports or power switch.
