What should I do if my iPod music is locked on USB?

Had an iPod Video - backed it all up onto a USB harddrive many years ago (Went into the iPod music folder drag and drop into the hard drive)

iPod has since been stolen and I'm looking to take the music off my hard drive and put it on a new device (possibly iPod - not sure)

The titles are all now scrambled which is annoying but I can sort it, the bigger issue I'm facing is the music almost seems to be locked and unable to access it

Is there a way to 'unlock' these files?

And if there is an easy way to rename all the songs I'd be extremely grateful
