Unable to connect Apple Pencil to my iPad

my ipad pencil WILL NOT connect to my Ipad, apple sent me a new one because of it and the new one STILL wont connect, yes the cord works, yes i did every type of reset, yes the case is off, YES its the correct pencil for the ipad, YES the ipad is up to date… i have no idea what it could be. I dont know if I did something wrong when I set up the ipad or if i transferred data wrong from my old one, but wouldnt it all have reset with how many resets ive done??? Please help.
