Try a Forced Restart on the phone. Follow the instructions very carefully, as this is a bit tricky. (Hint.....ignore the "slider" when it appears and keep holding the Side button in until the Apple logo appears. This might take another 20-30 seconds.)

If Wi-Fi and Bluetooth are still not working.......
1) Tap Settings > Wi-Fi. Is the On/Off slider "grayed out"?
2) Tap Settings > Bluetooth. Is the On/Off slider "grayed out"?
If "Yes" to both questions above, there is a hardware problem with the iPhone that will require service at the Apple Store or authorized Apple service shop.
