Uninstalling Apple Music, TV, and Devices should restore functionality to iTunes. iTunes works perfectly well with the Apple Music subscription service, although it doesn't give access to lossless streaming/downloads.

If the library you expected to see isn't there, and you've selected Music in the media selection box at the top left, then that's what I have to offer. Perhaps you have more than one library and need to use the shift-start-iTunes method to select the correct one. Perhaps you need to rename a .tmp file, or restore something from the Previous iTunes Libraries folder. If you don't have a backup then that user tip should cover every other potential route to restoring your library. At least there is a chance with iTunes, with Apple Music its even worse should something go wrong.
