I have connected my iphone 11 to my Dell computer in order to extract photo's from my phone to put together a photo collage for my son's 18th birthday. I can see photo's as far back as 2013, but can only see photo folders from 2017 on my laptop. Is there a way I can take these photo's off my phone?

I'm not sure how you have your iPhone and your Windows PC set up. There are various ways to get photos from one to the other.
If you are using iCloud Photos on the phone, you can download an iCloud extension for your Windows PC to let you see photos directly from File Explorer or from Microsoft Photos.
