Flashlight delay on iPhone 16 Pro Max

On the first day of use, I accidentally logged in via backup, then reset the settings and content, as I wanted to set it up from scratch. Then I noticed that I had a problem with it. I tried resetting the settings, rebooting. I've tried everything. Is this normal or can it be fixed somehow?
