Apple Intelligence will only pixelate

Apple Intelligence will only pixelate. AI will not remove anything from any photo on an M2 mini. Why is this?

Apple Intelligence using Clean Up on Photos app very disappointing results using Clean Up to remove unwanted text on pictures. Apple warns that using the tool on faces can result in pixellation. I'm finding that the tool does this on anything not in the background. The old tool that Clean Up replaces (used it 1000s of times but the name escapes me) did a remarkable job removing unwanted artifacts overlaying the image beneath. Now all I get is a region of pixellated squares on top of the area being edited. I can reduce the size of the tool but that just results in smaller pixel squares. I'm continuing to play with it but really missing the older tool.

The clean-up tool is used for two purposes.

If you click a face, it will pixellate it, so the person cannot be recognized, when you share the photo
If you click another kind of object, it will be removed and replaced by a background, that will blend in.

Could it be, that you have tried to remove blemishes from a face? Then try to zoom in before you try to clean-up the face and use a very small brush.
