I updated to the latest version “IOS 18.2” and right after that my Bluetooth wouldn’t work at all. I removed all my devices and it still didn’t work. I also restarted my network settings and it still won’t work. Does anyone relate to what’s wrong?

Do you have a 3rd party VPN installed, even if you are not using it? If so, delete the VPN profile in Settings/General/VPN & Device Management/VPN. Don't just turn it off; delete the profile. If that fixes it, you can try reinstalling VPN.
