You can search for files using the Files App - or for Mail from within the Mail App.
Global searches across your device and iCloud can be easily achieved using Spotlight or Siri search.

What, specifically, are you attempting to achieve with your iPad?
Thank you for your quick reply. Looking for ways to find specific information in my Apple Mail and Folders in iCloud. At an iPad Demo at an Apple Store the presenter shared that Finder is a Personal Assistant and is great for searching.

Finder is exclusive to iMac desktops . On an iPad > settings > there is a search bar above your name , try it to find items on your device .
Additionally , iCloud would contain mail & files .
