You presumably refer to the iPad's Scribble (Handwriting) feature. Not all languages are supported:

Yes. You can use Scribble with your iPad set to any of these languages...
Scribble is, to the best of my knowledge, not limited by your geographic location. Access to Scribble is only limited by your iPad model and it's language settings.
