I have connected my iPad to my TV using a lightning cable to HDMI and chosen the HDMI connection on the TV. I can get the iPad Home Screen on the TV & I can get the downloaded video up on the TV screen but I can't get it to actually play. All I want to do is be able to watch downloaded movies on the TV (bigger screen). Any suggestions?

If using an HDMI Adapter, be aware that very few support HDCP (High-Bandwidth Digital Content Protection) - absence of which will inhibit the ability to output copy-protected HD media content from iPad to a connected monitor/TV over an HDMI connection.
The Apple USB-C Digital AV Multiport Adapter and Apple Lightning to Digital AV Adapter do support HDCP 2.0.

My TVs are not Apple TVs & you need WiFi - when away I cannot reply on any wifi.
Why not connect via AirPlay? And if you connect via HDMI and it shows your screen (like screen mirroring), why would the video not play? Or does your TV not mirror the screen of your iPad? Yet why would your TV then show your Home Screen?
Make sure you're using an Apple-certified Lightning to HDMI adapter, as non-certified adapters may not support video playback. Also, check that the downloaded movie format is compatible with your iPad. Try restarting both your iPad and TV, then reconnecting the adapter. If it still doesn’t work, consider using AirPlay (if your TV supports it) or a streaming device like Apple TV.
I have checked the HDMI connection and tried it on two different TVs with the same results. The videos do not play, but the iPad screen is mirrored. I have tried restarting both Tv and iPad. The HDMI cable I have says its compatible with iPad etc
