Deleted notes from a contact in the notes section of that specific contact. I am trying to recover those notes and even went back two weeks to try and restore all contact information.

If you sync contacts with iCloud, when you edit a contact, the changes are made in real time everywhere you sync with iCloud, including iCloud itself. If don't have an iCloud backup from before you edited the contact, the notes you had in the contact are gone.
