Apple Watch App Store shows Chinese characters even though my iPhone is set to English

When I use my just bought refurbished Apple Watch Ultra 2 and open the App Store, I get 2 similar graphics of apps, the top one shows Chinese characters, the second on says “New experiences on …”. When I click on the top graphic, it has a load of Chinese characters after the words watchOS 11 as follows: におすすめのアプリ

新たな体験を手首の上に

Everything else is in English, I only have English language setup in iPhone settings. Is this a bug, is it hacked, or something else and can it be changed?
