This does not function as it did before. It remains in the App Library regardless of screen time disablement.

You cannot delete Safari because it is an integral part of iOS. You can disable it and remove the app from the home screen and go to Settings and select a different app to be your default browser. After downloading a different browser, go to Settings>Apps>Default Apps>Browser App. Select the other browser.

As Apple has written the page itself I trend towards believing their descriptions. Although I’m not expert in this field.
since 18.2 is a recent version the option is probably there if one qualifies

if outside the EU the former steps probably apply. I was addressing the new options for Europe so those who want can make use of it.
