Minimum iPhone volume is too loud

The minimum volume on the iPhone (14+) is too loud. This represents a H&S issue.

All methods suggested by the community to decrease the volume below its lowest setting provided by the physical buttons fail.

No methods recommended on the Apple official website or community resolve this issue.

I have found a temporary workaround that lowers the volume of a single earphone only (left or right);

Settings - Accessibility - Audio & Visual - Balance

Set the balance towards the opposing earphone (R or L), and remove this one from the ear.

More volume increments are required between 0 and 100% (16 does not provide a high enough dynamic range across devices).
