Custom Document Sizes in Pages

I have a 2020 iMac 27" running OS Sonoma 14.6.1. I'm using Pages (14.3) to create a custom document with dimensions 22x18 inches. The goal is to create my own PDF file to send to Shutterfly to print an image with the final size of 20 x 16. I want to combine several photos, placed and resized the way I want instead of using a premade template.

Following the Pages directions, It looks like I can create the custom size. But when I click OK for the page size, nothing happens.

Also when I want to create a new document, the 22 x 18 size does not show up as a choice. See images attached. Any suggestions appreciated.

When you use the File menu > Page Setup… menu item to create your custom page size and then click OK, the view of your original document size remains shown, but if you expand the Pages document window, you will see that blank 22 x 18 document. Immediately use File menu > Save as Template… > Add to Template Chooser and change the name from Untitled to your name preference (e.g. 22x18_Shutterfly).

With this new document open, you can revisit Page Setup and note that the Paper Size remains set to Other 18.00 by 22.00 inches. It will also be the currently selected Paper size and orientation in the Document panel as Other. However, once you quit the current document and/or Pages, your only reference to that 22 x 18 paper size is in the saved user template and it will not be saved by Pages on any paper size menu.

Tested: Pages v14.3 and macOS Sequoia v15.2.
