I don't know how the iPhone determines elevation. I doubt it is using air pressure differences. It may be using GPS which could be referencing maps (otherwise it would be using a mathematical geoid of dubious accuracy when it comes to elevation). If the map doesn't have the information then it wouldn't be able to provide elevation.
Ensure that Location Services are enabled for the Compass app.
That must be device specific issue.

Found another cause on a different series. On my Iphone SE IOS 18 i needed to reduce the font size slightly and sure enough altitude was then displayed.
