Can't download, email or text photos. Nor can I sync photos with PC

iPhone 16 won't email or sync photos from iPhone 16 to laptop.

Why is it so hard to download a Photo or Video from an iPhone to a PC I tried through Microsoft Photos. It says We sent your device a notification to connect - It didn't I installed iTunes - It says iCloud photos is on I can download through Wi-Fi. I can't as my iCloud is full.
