Restoring an IPad after passcode is lost

I bought my elderly father an IPad. He is now deceased and I would like to reset the device so my grandson can use it. I have no idea what the passcode is and have tried everything I can think of. How can I reset it?

If it asks for an Apple ID and password, then it was set up with Find My and is in Activation Lock. You'll need to request access to his Apple Account:

Then log into his account and remove the iPad as a managed device.
