Transfer from android to ios problems

If I reset iphone 13 to factory settings can i use the ios app to transfer from android to ios? currently the app is not successful. I am not getting a code to the iphone neither will it transfer by wifi just stuck connecting. Both phones are connected to the same wifi. Any help will be appreciated. I have been trying all morning!
